The terrorist behind the attack on New Year's Eve revelers in New Orleans, Shamsud Din Jabbar, 42, rammed a pickup truck flying an ISIS flag into a crowd on Bourbon Street about 3.15am, killing 15 and injuring at least 25 more.

Wearing military gear and with bombs inside the truck, a white electric Ford F-150 Lightning, he mowed down pedestrians then got out and gunned more of them down.

Jabbar was born in Beaumont, Texas, to Abdal and Herma Jabbar.

His criminal history was an arrest in 2002 for class B misdemeanor theft, and in 2005 for driving with a suspended license.

Jabbar's life unraveled in 2022, when his work history abruptly stopped and he went through a messy divorce with his second wife.

'I cannot afford the house payment,' he wrote in an email to his estranged wife Shaneen Jabbar's lawyer Daryl Longworth in January 2022.

'It is past due in excess of $27,000 and in danger of foreclosure if we delay settling the divorce.'

Jabbar was in a financial hole because he was bleeding money, losing $28,000 the previous year, and he had $16,000 in credit card debt to pay his own lawyer, he told Longworth.

Jabbar first filed for divorce in July 2020 and Judge David Perwin felt the it wise to order the couple to stay away from each other while it was ongoing.

The standard conditions prohibited them 'threatening the other party or a child of either party with imminent bodily injury'.

They also couldn't withdraw the children from school, hide them, or move them out of the jurisdiction.

Shaneen, who reverted to her maiden name McDaniel after the divorce, wasn't his only ex-wife, as he was married two, possibly three, times.

A previous ex-wife, Nakedra Ball, from whom he divorced in 2012, remarried to Dwayne Marsh - who revealed the final piece of the puzzle.

Marsh told the New York Times that Jabbar began to convert to Islam only within the past year or so, and was 'being all crazy, cutting his hair' since then.

His behavior was so concerning that she stopped letting him see their daughters, aged 15 and 20, whom he said were 'a mess'.

After selling the house to Shaneen, he moved into a mobile home on a squalid block surrounded by farm animals in Houston he found in a Facebook marketplace listing.

Jabbar also spent 10 days in Egypt last year.

His landlord, Asia Maryam, told the New Orleans Advocate that he paid cash on time every month, worked from home, and never caused problems.

Then a few weeks ago he told her he was moving to New Orleans and would give his keys to the new tenant after he visited his new city ahead of the relocation.

He never came back.

The truck turned on to Bourbon Street, maneuvered past a NOLA police department vehicle, then rammed into a crowd of pedestrians.

After mowing down the revelers, he got out of the car and started shooting, before he was shot himself by police. 

The EV truck is a particularly deadly weapon, with its large height and weight and the ability to go from zero to 60 mph in 3.8 seconds.

New Orleans police said the mechanical barricades installed at the intersection were malfunctioning, and they placed other barriers and police cars at parts of Bourbon Street for the holiday.

'We knew these were malfunctioning. So we did indeed have a plan, but the terrorist defeated it,' Police Superintendent Anne Kirkpatrick said.

'This particular terrorist drove around onto the sidewalk and got around the barriers. We did have a car there, we had barriers there, we had officers there, and he still got around.'

Officials confirmed Jabbar had attached an ISIS flag to the truck he used to plow through the crowd. 

'An ISIS flag was located in the vehicle and the FBI is working to determine the subject's potential associations and affiliations with terrorist organizations,' the FBI said. 

Jabbar - who the FBI believes did not work alone on the horrifying attack - grew up in Texas.

Guns and pipe bombs were also found in the vehicle, according to a Louisiana State Police intelligence bulletin.

The devices, which were concealed within coolers, were wired for remote detonation, the bulletin said, and a corresponding remote control was discovered inside the vehicle.

The FBI said other potential explosive devices were also located in the French Quarter. 

According to the intelligence bulletin, surveillance footage captured three men and a woman placing one of multiple improvised explosive devices.

The electric vehicle was rented by Jabbar through the Turo app - a carsharing company - that is registered to a 42-year-old Houston man.

The first victim of the New Orleans attack has been identified as an 18-year-old high school girl.

Ni'kyra Cheyenne Dedeaux traveled to the French Quarter on Tuesday from Gulfport, Mississippi with her cousin to ring in the new year together.

An unidentified student from the University of Georgia has also been left critically injured following the horrific attack, according to the school's president.

One reveler, Jimmy Cothran, shared the horrific scenes he witnessed, including 'horribly disfigured' and 'twisted' bodies that were run over by Jabbar.

A little girl that Cothran saw dancing and enjoying the New Year celebration was left on the ground 'as flat as a pillow'. 

'A little girl that we had seen dancing as we were walking up the street was as flat as a pillow. I mean, it just kept going,' Cothran recalled.

Cothran, who compared the nightmarish scene to a movie, said he also witnessed a mother 'obviously deceased' and a man with multiple tire tracks across his body. 

'Dead right in front of us was someone's mother, twisted, obviously deceased,' he said, adding that she was 'horribly disfigured'.

'One man, deceased, had tire tracks across his back, and then when someone turned him over, he had tire tracks across his stomach and he was clearly crushed.'

Two Israeli citizens were among at least 35 that were injured in the terror attack. None of the victims have yet been identified.

Jabbar was killed in a shootout with officers after he exited his vehicle and started shooting, injuring two NOLA police officers who are in stable condition. 

Ambulances transported the wounded to five area hospitals, the city added, and the FBI have taken over the ongoing investigation. 

The FBI has formally confirmed they are investigating the tragedy 'as an act of terrorism' after New Orleans mayor LaToya Cantrell said she had spoken to the White House about what she described as a 'terrorist attack'.

The truck used to kill 15 in the massacre came into the US from Mexico through Eagle Pass, Texas, over a month ago, Fox News reported.

The devices were contained in coolers and wire for remote detonation. A remoted control was also discovered inside the vehicle, the bulletin detailed. 

Further potential explosive devices were also found in the French Quarter, and surveillance footage caught three other men and one woman planting bombs around New Orleans. 

'We do not believe that Jabbar was solely responsible,' Alethea Duncan, an assistant special agent with the FBI's New Orleans field officer said in at a news conference. 

Louisiana Lt. Governor Billy Nungesser told WDBU officials are probing if the attack was connected to ISIS.

Authorities investigating the 'mass casualty incident' say the driver showed 'very intentional behavior' after driving into crowds before he got out and fired a weapon.

Officials said an improvised explosive device was found in the area. Around 8.30am a 'small explosion' went off in the quarter. It was detonated by the bomb squad, WLWT's Steven Albritton reported.

Police Superintendent Anne Kirkpatrick said the suspect was 'hellbent on creating carnage.' 

Videos circulating on social media showed a chaotic scene at the tourist hotspot as people ran from the casualty-strewn area while bullets rang out in the background. 

Other witnesses claim the suspect was 'wearing full body armor' and 'armed with an assault rifle', and officials said he was 'trying to run over as many people as he possibly could'.

Dozens of police officers responded to what authorities have declared a 'mass casualty event' and a portion of the road has been cordoned off. Paramedics, ambulances and vehicles from the coroner's office were also seen at the scene. 

At a press conference, Cantrell described the incident as a 'terrorist attack.' At first, the FBI said that it was not linked to terrorism - before later confirming that the mass fatality indeed is being investigated as such. 

President-elect Donald Trump took to Truth Social Wednesday morning stating that 'The Trump Administration will fully support the City of New Orleans.'

'When I said that the criminals coming in are far worse than the criminals we have in our country, that statement was constantly refuted by Democrats and the Fake News Media, but it turned out to be true,' he wrote.
