Biden Administration Provides Still More Money to UNRWA

Biden Administration Provides Still More Money to UNRWA

Putting “Palestinian refugees” above all other refugees in the world.

Hundreds of millions of refugees who have been created by the wars, conflicts, natural disasters, droughts, and famines since the Second World War must share a single U.N. Agency, the United Nations High Commissioner for Refugees, to look after their wellbeing. But there is one U.N. organization, the UN Relief and Works Agency, or UNRWA, that is devoted exclusively to the care and feeding of one hugely privileged group of refugees, those known as “Palestinian refugees.” Having their very own agency is not the only distinction that puts “Palestinian refugees” above all other refugees in the world. Uniquely, “Palestinian refugees” include all the descendants – children, grandchildren, and so on without end – of the original refugees; no other refugees in the world are allowed to pass on their refugee status as an inheritable trait.

The Taylor Force Act is an Act of the U.S. Congress to stop American economic aid to the Palestinian Authority (PA) until the PA ceases paying stipends through the Palestinian Authority Martyr’s Fund to individuals who commit acts of terrorism and to the families of deceased terrorists. This system of stipends to imprisoned terrorists and to the families of terrorists who were killed while carrying out their attacks is known, pejoratively and correctly, as the “Pay-For-Slay” program. The Act was signed into law by U.S. President Donald Trump on March 23, 2018. Several cuts were made to the aid given to the PA, with the last one made on August 24, 2018, ending all direct American aid to the PA.

Also in August 2018, the United States ended all aid to UNRWA, cutting off $300 million. That ending of aid to UNRWA was made for two reasons. First, it was a way to express American outrage with the UNRWA’s use of schoolbooks that remain full of antisemitic passages, despite repeated promises by UNRWA that it would be revising, or replacing, those texts. It has yet to do so. Second, the Trump Administration was expressing its frustration with the unique treatment of “Palestinian refugee” status as inheritable, which has meant that the UNRWA rolls constantly expand. In ending its aid, the Trump administration was putting pressure on UNRWA to halt this inexorable increase in the number of “Palestinian refugees.”

Now, in January, the Biden Administration has just announced a payment of $99 million to UNRWA. This is in addition to the $318 million previously given to UNRWA in the 2021 fiscal year. More than $400 million has thus been provided by Washington to UNRWA, even though the antisemitic texts used in its schools remain unchanged. It has also renewed hundreds of millions of dollars in aid to the Palestinian Authority, even though the Pay-For-Slay program remains in force – and Mahmoud Abbas insists he will give his “last penny” to keep that program running no matter what the Americans think. The Bidenites have tried to claim that this renewed financial assistance to the PA does not violate Taylor Force because it is “humanitarian.” But this is absurd; there was no exception made in the Taylor Force Act for “humanitarian” aid. Besides, money is fungible. If you give the PA $300 million in “humanitarian aid,” that will simply free up other sums It possesses to spend on such things as anti-Israel propaganda and, especially, on the Pay-For-Slay program that rewards past, and incentivizes future, acts of terrorism.

Since the Bidenites are shameless in their violating both the letter and the spirit of the Taylor Force Act, it will be up to the Republicans in Congress, possibly with a few decent Democratic defectors, to raise holy hell about the American aid currently being given to the PA. They can take turns reading aloud, again and again – emulating Jimmy Stewart in Mr. Smith Goes To Washington — the Taylor Force Act in both Houses of Congress and ask, in mock astonishment and genuine dismay, why the Biden administration is so determined to lavish largesse on the Palestinians, and so indifferent to enforcing Taylor Force, which was passed overwhelmingly by the people’s representatives. The Republicans should seek to pass an amended version of the Taylor Force Act that explicitly says there will be no exceptions made for any kind of aid, including “that which some have called “humanitarian,” as long as the Pay-For-Slay program remains.

But there is still more that Congress can do, which is to make the Taylor Force Act applicable not just to aid to the PA, but also to aid to UNRWA. Both kinds of aid, after all, have the same intended beneficiaries: Palestinians, and “Palestinian refugees.” It makes sense to pressure UNRWA by denying it support, which will understandably prompt the Agency to put its own pressure on the PA to finally put an end to the “Pay-For-Slay” program. And that result, devoutly to be wished, should chasten the o’erweening Bidenites, who thought they could simply ignore the Taylor Force Act but, in so doing, caused an infuriated Congress, as Biden and Blinken used to say about the Iran deal, to “lengthen and strengthen” it.

Biden Administration Accused of Possible Coverup of Palestinian Support for Terror, Legal Watchdog Says

Biden Administration Accused of Possible Coverup of Palestinian Support for Terror, Legal Watchdog Says

The Biden administration may have allegedly been involved in an illegal coverup over the Palestinian government’s support for terrorism, a legal watchdog group said on Wednesday.

In a letter, the America First Legal Foundation demanded the State Department Inspector General investigate the Biden administration’s erasure of all mentions of the Palestinian Authority’s incitement to violence, as well as its support for the Boycott, Divestment, and Sanctions (BDS) movement against Israel, in a compliance report submitted to Congress last month.

“If State Department officials knowingly and willfully omitted or covered up material facts in this report, which is required by law, it could violate 18 U.S.C. 1001, the criminal statute prohibiting lying to Congress,” the watchdog said.

Information relating to Palestinian support for terror and support for BDS was included in a report compiled by the Trump administration  in October 2020, but was later removed by the Biden administration, as the Free Beacon first reported.

According to the AFLF, the omissions were part of a bid to “to facilitate the transfer of hundreds of millions of taxpayer dollars to the Palestinians.”

“The Biden Administration’s State Department appears to have taken the unprecedented step of expunging previously reported facts from its report to Congress and the American people,” AFLF board member and former Acting Attorney General Matt Whitaker said.

“This same State Department knows that the PLO and the Palestinian Authority are funding terrorism and supporting terrorists.  But to facilitate the transfer of hundreds of millions of dollars, the truth has been made to disappear. Truly dishonest and a gross abuse of their authority,” he added.

The Biden administration “unlawfully [concealed] multiple material derogatory facts regarding the Palestinian Authority’s ongoing economic, political, and ideological support for terrorism; economic warfare against Israel; and opposition to regional peace,” Reed Rubinstein, AFLF’s senior counselor, wrote to acting State Department inspector general Diana Shaw.

“It seems these derogatory facts were deleted, expunged, and concealed not because circumstances on the ground had changed, but rather because officials in the Department’s Bureau of Near East Affairs and in the Biden White House decided to cover them up, at least in part to facilitate the planned transfer of hundreds of millions of U.S. taxpayer dollars to the Palestinian Authority in potential violation of U.S. law.”

The watchdog called on the State Department demanded an immediate probe into the matter.

The Biden State Department also erased a section of the Congressional report outlining how Palestinian schools and PA’s official media outlets promote and glorify violence.

“Some PA schools and media outlets continue to promote the idea that Israel does not have a right to exist and support the elimination of Israel on maps that show ‘Palestine’ covering over Israel with indication ‘Palestine’ will be ‘liberated’ in the future,” the Free Beacon quoted the Trump administration’s October report stated in a since-removed section.

“We are concerned by attempts to conceal material facts regarding the PLO’s support for terrorism, commitment to the destruction of the State of Israel and the concomitant murder and/or expulsion of the Jews now resident there,” the ALFL’s FOIA request stated.

Nizar Banat: Palestinians turn on leaders after activist's death

Nizar Banat: Palestinians turn on leaders after activist's death

The death in custody of an activist after his arrest by Palestinian security forces in the Israeli-occupied West Bank has exposed deep discontent among Palestinian civilians towards their leaders.

Amid mounting evidence that Nizar Banat had been severely beaten when security personnel raided his home before hauling him away, hundreds have taken to the streets calling for the resignation of the Palestinian president.

Denouncing the authorities, protesters have chanted for the "overthrow of the regime", a phrase taken from uprisings across Arab states a decade ago.

Assaults on demonstrators in Ramallah, the seat of the governing Palestinian Authority (PA) by plainclothes men - some armed with sticks and rocks - provoked further outrage and deepened concerns about the repression of dissent. More demonstrations are planned for this weekend.

Banat's death prompted calls for an investigation by the UN, EU, and the US state department, which said it had "serious concerns about Palestinian Authority restrictions on the exercise of freedom of expression… and harassment of civil society activists and organisations".

The PA has not directly commented on how Banat died.

Election anger

Banat, who was 43, had levelled fierce criticism at the PA in Facebook videos in which he accused its leaders of corruption and abuse of power for personal gain. He also denounced security co-operation with Israel and, most recently, a deal with Israel for the supply of nearly-expired Covid-19 vaccines.

The backlash caused by his violent death on 24 June was fuelled by growing disillusionment among many Palestinians since President Mahmoud Abbas cancelled planned parliamentary elections in May. Mr Abbas blamed Israel over voting rights for Palestinians in occupied East Jerusalem, though critics said Mr Abbas was fearful that his Fatah party would perform poorly against the rival Hamas faction.

Banat condemned the indefinite postponement of the vote, urging a halt to European financial aid to the PA.

The calling off of the elections, which were to be the first in 15 years, deepened a sense among Palestinians that Mr Abbas, 85, was clinging to power.

'Schemes and conspiracies'

The protests after Banat's death appeared to be a spontaneous eruption of this frustration, rather than rallies orchestrated by political parties. Factional flags were absent from the marches in Ramallah, with protesters holding up homemade signs and pictures of Banat.

The PA "linked the protests to foreign agendas and refused to admit that there were any shortfalls, corruption [and] negligence", wrote Abdel Majid Swailem, a commentator in pro-Fatah newspaper Al-Ayyam.

"It blames all the protests on schemes and conspiracies. The real crisis is that there is no-one to take responsibility."

Findings of a PA committee of inquiry into Banat's death have not been publicly released, with the justice minister saying only that the panel recommended that its report be referred to the judicial authorities for the required legal measures. No arrests have yet been reported. Banat's family has called for an international investigation.

Hamas chief says meeting with UN delegation on Gaza’s humanitarian situation “completely negative”

Hamas chief says meeting with UN delegation on Gaza’s humanitarian situation “completely negative”

Yehya Sinwar, leader of the Palestinian Islamic Resistance Movement (Hamas) in the Gaza Strip, said on Monday that his meeting with a UN delegation over Gaza's humanitarian situation was "completely negative."

Sinwar made the remark in a news briefing after a meeting in Gaza city with a senior UN delegation, including the UN Special Coordinator for the Middle East Peace Process Tor Wennesland.

Israel "is blackmailing the Palestinian factions including Hamas in solving the humanitarian situation in the Gaza Strip," he said, warning that the situation might escalate again if the issue remains unsolved.

The UN delegation "heard from us with interest and deep concerns, but unfortunately there are no indications of any good intentions toward solving the humanitarian crisis in the Gaza Strip," he added.

Meanwhile, Sinwar announced that a meeting will be held for the leaders of the Palestinian factions in Gaza "to decide on what will be our next step."

The meeting comes as Hamas leaders and the Palestinian factions in Gaza are making contacts with international and Arab parties with the aim of improving the humanitarian situation in the Palestinian enclave.

The meeting also aims to consolidate an Egypt-brokered cease-fire between Hamas and Israel that ended their 11-day war on May 21.

The Palestinian factions demand that Israel abide by the cease-fire, which includes expanding the fishing area, starting the implementation of infrastructure projects, and lifting restrictions on importing and exporting goods.

Hamas and the entire Palestinian factions also demand Israel allow the transfer of the Qatari financial grant for humanitarian support in the Gaza Strip and the entry of building materials to start the reconstruction process.

Israel Launches Airstrikes in Gaza in Response to Arson Attacks

Israel launched airstrikes on Palestinian terrorist targets in Gaza early Wednesday morning local time for the first time since last month’s ceasefire after several fires were set inside Israel by incendiary devices launched from the territory.

The Times of Israel reported:

The IDF carried out a series of airstrikes throughout the Gaza Strip early Wednesday morning in response to over two dozen fires in southern Israel caused by incendiary devices launched from the coastal enclave.

Footage posted by Palestinian media outlets in Gaza showed explosions lighting up the sky in both the northern and southern Strip overnight Tuesday-Wednesday, with reporters saying sites belonging to Hamas’s military wing, the Al-Qassam Brigades were among those targeted.

No Gazans were injured in the strikes, the Hamas-affiliated Palestinian media center initially reported.

Palestinian terrorist groups began using incendiaries — often carried by balloons — several years ago, after the Iron Dome missile system proved effective against rockets. The incendiaries set fire to Israeli farms and damage nature reserves.

It is unclear whether this exchange of force will end the ceasefire entirely. Hamas, which rules Gaza, may have wanted to test the resolve of Israel’s new government, led by Naftali Bennett, who replaced Benjamin Netanyahu this week.

The Israeli military struck targets in Gaza overnight Wednesday, the Israel Defense Forces (IDF) said in a statement, citing incendiary balloons launched from Gaza earlier in the day. According to reports in Israeli media, incendiary balloons launched from Gaza sparked multiple fires in southern Israel.

WAFA, the official Palestinian News Agency also reported the airstrikes in Khan Younis and said "material" damage occurred. The news agency also reported on another site south of Gaza City being targeted and said there were no casualties from both incidents.
The airstrikes are the first in Gaza since a ceasefire went into effect nearly one month ago. The IDF said it struck Hamas military complexes and meeting places for the Khan Younis and Gaza brigades.
The helium-filled balloons, which were affixed with incendiary devices, were floated into Israel on Wednesday. The IDF says the balloons were launched as a protest to the provocative flag march in Jerusalem, where thousands of Israelis marched through the Old City. Far-right Jewish extremists taking part in the parade chanted "Death to Arabs" and "This is our home." Israeli police in riot gear blocked surrounding streets, forcibly removing Palestinian protesters from the route.
Thirty-three Palestinian protesters were injured, including by stun grenade, rubber bullets and live fire, with six evacuated to hospital, following clashes with Israeli security forces around east Jerusalem, the Palestinian Red Crescent Society said.
The march was seen as the first major test for Israel's new government, led by right-wing Prime Minister Naftali Bennett. In the past, Bennett had pushed former Prime Minister Benjamin Netanyahu to take a tougher stance against Hamas and the launching of incendiary balloons according to Israeli media.
After the Israeli airstrikes, Hamas spokesperson Hazem Kassem said on Twitter, "The Zionist bombing of the Gaza Strip is a failed attempt to stop our people's solidarity and resistance with the Holy City, and to cover up the unprecedented state of confusion for the Zionist establishment in organizing the so-called 'flag-march.' "
Hamas and other militant groups in Gaza did not immediately respond with rocket fire into Israel, but the situation along the Israel-Gaza border remains extremely tense, and the possibility of an imminent and serious escalation cannot be ruled out.

      Why Israel is angry

      Why Israel is angry

The success of Palestinian activism in Jerusalem angered the Israeli authorities, who launched a violent campaign to suppress it.

We are witnessing a new dawn for the Palestinian national movement. Today, we are the most optimistic and hopeful we have ever been in the past two decades. With Jerusalem at the centre of this resurgent national spirit, the Palestinian movement once again stands united in resisting the Israeli occupation, apartheid, political persecution and colonial violence.

The protest action that began in Jerusalem engulfed the entire nation. We were one in rejecting the forced evictions and ethnic cleansing in Jerusalem, the infringements on religious rights of Christian and Muslim Palestinians and the brutal bombardment of Gaza. On May 18, Palestinians across historic Palestine closed their businesses and lifted the Palestinian flag, joining an historic general strike against Israeli colonialism

Palestinians were not deterred by the barbaric bombing of civilians in Gaza, nor by the Israeli lynch mobs which attacked Palestinian citizens of Israel, nor by Israel’s increasingly violent policies targeting Palestinians in the occupied territories.

This unity has terrified the Israeli state. After the ceasefire announced between Israel and the Palestinian resistance factions in Gaza, it launched a revenge campaign, targeting Palestinian citizens of Israel. The campaign, dubbed “law and order”, aimed to intimidate and terrorise into silence and submission the Palestinians who dared to take to the streets in a show of national solidarity.

Adalah, a human rights organisation and legal centre based in Israel, called the mass arrests by Israeli police a “militarised war against Palestinian citizens of Israel”, adding that the police intended to “intimidate and to exact revenge – ‘to settle the score’ in the police’s own words, as punishment for their political positions and activities”.

Predictably, there was no security campaign to restore “law and order” in Israeli communities that went on a rampage, attacking Palestinians, their homes and businesses. In fact, the Israeli police picked up where the lynch mobs left off, ramping up the racist, colonial violence against Palestinians.

In occupied Jerusalem, Israeli police subjected to “stop and search” and violently assaulted and arrested Palestinian youths. Palestinians were even detained for “giving police the finger” and in some cases, the complicit Israeli courts approved police requests to extend detention as further punishment.

Since the beginning of May, the Israeli authorities have issued 155 administrative detention orders against Palestinians from occupied Jerusalem and the West Bank. This means 155 more Palestinians are now arbitrarily jailed for a minimum of six months without charges, with the total of administrative detainees in Israeli jails now reaching 500.

The raids on Al-Aqsa Mosque, which triggered the escalation in the first place, did not cease either. Less than three days after announcing a ceasefire with the Palestinian factions in Gaza, Israeli forces stormed the premises of the mosque again, attacking worshippers, forcing many out while arresting youth who protested. Their aim was to clear the way for extremist Jewish activists to enter Al-Aqsa, in a move of showing Israeli dominance over the Muslim holy site.

The Israeli wrath was also unleashed on to Sheikh Jarrah neighbourhood, where forced evictions of Palestinians shocked the world and put the international media spotlight on the issue of ethnic cleansing in Jerusalem. Since the end of Ramadan in mid-May, the Israeli police have imposed a blockade on the neighbourhood, denying entry to all Palestinians who are not its residents. Jewish settlers are of course free to come and go even if they do not reside in Sheikh Jarrah.

The increased aggression of the Israeli police was apparent on May 18, when I and other Jerusalemites headed to Sheikh Jarrah to show solidarity with the Palestinian families. They were violent for no reason, spraying foul-smelling skunk water and shooting rubber bullets, sponge-tipped bullets and stun grenades.

The following day, 16-year-old Jana Kiswani, a resident of the neighbourhood, was shot with a sponge-tipped bullet in her back, as she stood at the front door of her yard. She suffered fractures in her spine and severe bruising in her lungs.

The violence we saw in Sheikh Jarrah over the past few weeks is not coincidental. The Israeli authorities are angry that the local youth-led grassroots organising under the hashtag, #SaveSheikhJarrah, has now grown into a massive movement, capturing the attention of millions of people around the world. The Israeli ire was apparent not only in the violence they unleashed on the neighbourhood but also in their decision to whitewash murals that Palestinian residents had painted on the walls of their own houses and to threaten them with fines if the murals return. Needless to say, the murals reappeared the next morning.

Although the Israeli court postponed the hearing on the eviction of seven Palestinian families from Sheikh Jarrah to June, it is clear that the Israeli authorities have no intention of slowing down the ethnic cleansing of Jerusalem and the rest of historic Palestine.

Palestinians in Silwan, the Jerusalemite town my family originally comes from, also continue to face the same threats of evictions and home demolitions based on the same “legal” grounds the Israeli courts have deployed in Sheikh Jarrah. Some 100 Palestinians from 18 households in Silwan are fighting for their right to remain in their homes. The fact that – as Amnesty International and other organisations have pointed out – forced evictions amount to war crimes has not dissuaded the Israeli government from pushing forward with this brutal plan to maintain “a solid Jewish majority in the city”, as laid out officially in the Jerusalem municipality’s master plan.

Its ethnic cleansing campaign is aided by settler organisations, such as Ateret Cohanim and Nahalat Shimon International, which are registered in the United States as non-profits and are able to fundraise tax-free to help evict native Palestinians from their land. In this battle, Palestinians have only themselves and international grassroots solidarity to rely on. And yet, they keep going even when their oppressor feels the most emboldened.

Despite the continuing Israeli repression of the Palestinian protests and activism, the spirit of the Palestinian national movement is alive, well and thriving, with Jerusalem at its heart. The youth of this city and all of historic Palestine radiate courage and their energy is contagious. They are capturing the hearts and minds of people around the world, opening their eyes to the Israeli crimes and apartheid, and delivering one moral defeat after another to the Israeli regime.

Biden Budget Restores Aid to Palestinians

Biden Budget Restores Aid to Palestinians, Halted by Trump over Terror

President Joe Biden’s massive $6 trillion budget proposal for the 2022 fiscal year includes hundreds of millions of dollars in restored aid to the Palestinians, some of which President Donald Trump had suspended over concerns about Palestinian support for terror.

In a statement Friday, the State Department noted:

The budget request funds assistance programs and humanitarian aid for Palestinians, including support for the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The United States will maintain steadfast support for Israel as the Administration renews relations with Palestinian leadership, restores economic and humanitarian assistance for Palestinians, and works to advance freedom, prosperity, and security for the Israeli and Palestinian people alike.

The precise amount of funding was unclear, but Secretary of State Tony Blinken said last week in a visit to the Palestinian Authority (PA) leadership in Ramallah that the U.S. is in the process of sending $360 million in aid to the Palestinians.

Trump had cut aid to UNRWA over concerns that it fosters anti-Israel propaganda, and had also cut U.S. funding to the PA because of its “pay to slay” policy of giving stipends to Palestinian terrorists in Israeli jail or to the families of dead terrorists. The latter funding is prohibited by U.S. law under the Taylor Force Act of 2018; the Times of Israel reports that the PA may try to adjust its program of terrorist stipends so it does not conflict with the U.S. law, though it is not clear exactly how. The funding to UNRWA is under executive discretion and Biden had promised to restore it before the recent war broke out.

Biden has also promised to re-open a U.S. consular in Jerusalem specifically to cater to the Palestinians, currently dealt with by the embassy, and may also re-open the Palestine Liberation Organization (PLO) in Washington, DC, which was shut by Trump after the Palestinians took Israel to the International Criminal Court, a violation of conditions set down in U.S. law.

Much of the new aid will be directed toward rebuilding parts of Gaza damaged in the recent war with Israel, though it is not clear how to prevent that funding from flowing through the hands of the terrorist group Hamas, which rules the territory. Much funding will be handled by USAID Director Samantha Power, an official notorious for her past hostility to Israel.
